Importer and warehouse are different roles

A fulfillment center or 3PL receives freight but is not automatically responsible for the customs entry. The transaction needs a legitimate importer able to maintain records, answer questions and meet financial obligations.

Third-party importer arrangements should be documented and reviewed for the actual transaction. A delivery address alone is not evidence of importer authority.

Use precise product descriptions, current classification review, value method, origin and agency evidence. Keep the invoice, packing list and transport record aligned with the physical cargo.
