Direct answer: A Canada FBA importer-of-record handoff should name the legal importer, confirm the importer’s current CARM account and broker-delegation position, decide whether Release Prior to Payment or another accounting path applies, reconcile the exact SKU, value, origin, quantity and destination data, and give the broker and receiver controlled evidence. Keep customs accounting, product admissibility, Amazon preparation and warehouse receiving separate, with the importer and broker confirming the shipment-specific result before release.
This guide is for brands, sellers and inbound operations teams sending inventory to Canadian FBA through a broker, carrier or 3PL. It explains the handoff file; it does not appoint an importer, give tax advice or decide classification. Reviewed: 11 October 2026. CBSA, CARM, tariff, CBP, Amazon and carrier instructions can change, so verify the actual shipment before dispatch.
Key takeaways
- An FBA destination does not automatically become the importer of record.
- CARM, customs accounting, product admissibility and Amazon acceptance are different controls.
- Use one versioned file for importer, broker, seller, carrier and receiver data.
- Keep a named owner for every missing document and every release decision.
- Do not treat customs release as the same milestone as delivery or sellable inventory.
Separate shared shipment facts from country controls
A US and Canadian planning file may share a SKU master, commercial description, carton map, supplier contact, purchase order, origin evidence and a cross-reference between marketplace shipment IDs. Sharing those facts reduces transcription errors, but it does not create one North American entry. Keep a country-scope field on every row and version the file when a destination, importer or product characteristic changes.
| Can be shared with review | Must be confirmed separately | Control owner |
|---|---|---|
| SKU, model, quantity, carton map and supplier evidence | Importer name, entry and broker authority | Importer and broker |
| Commercial description, origin record and invoice version | Tariff treatment, accounting, duty and tax path | Importer and customs broker |
| FBA shipment reference map and receiving contacts | Agency evidence, labels and marketplace routing rules | Seller, agency specialist and receiver |
For Canada, record CARM/GCRA visibility, delegation and the planned accounting or Release Prior to Payment position. For the United States, record the importer, broker authorization, entry documentation and any bond or filing requirement confirmed for the actual transaction. CBSA and CBP sources describe different systems; an FBA destination or a delivered quote is not evidence that either country has accepted the same importer.
Define the importer role before booking
The importer of record is the party that accepts the legal and commercial responsibilities for the import transaction under the agreed structure. Start the handoff by recording the legal name, address, business identifiers, contact, Canadian destination and the person authorized to approve the entry. A marketplace account, warehouse address, forwarder quote or Incoterm is not, by itself, proof that the correct party has accepted this role.
Use the FBA receiving path to connect the shipment reference to the final destination, but keep the importer decision in the customs file. If a seller, Canadian affiliate, non-resident importer or another entity is proposed, have that entity and the broker confirm the arrangement in writing. A carrier should not be asked to infer legal responsibility from a delivery instruction.
Record who owns duties, taxes, corrections, examinations and post-release questions. The accountable legal party and operational contact must be separate fields.
Confirm CARM and broker delegation
Canada Border Services Agency’s CARM client portal supports commercial-import account and delegation workflows. It does not make every product admissible, establish a correct tariff classification or guarantee a broker can account for a shipment. Confirm the importer’s current CARM status, the broker’s delegation or authorization path, security or payment arrangements where applicable, and the contact who can approve an entry or correction.
Put the status and evidence date in the handoff file. If the broker cannot see the account, the importer name differs between documents or a delegation is pending, stop the release plan and identify the exact action required. Do not substitute a screenshot, a forwarder email or an old shipment reference for current confirmation.
The Canada CARM readiness path can organize account questions. The appointed broker must still confirm the transaction-specific entry, accounting and release requirements.
Separate CARM accounting from physical release
CBSA’s current CARM service page describes CARM as the system for assessing and paying duties and taxes on imported commercial goods. It also describes the Release Prior to Payment (RPP) sub-program and its financial-security requirement. Treat those as accounting and payment controls, not as proof that a carrier, terminal, 3PL or FBA destination can receive the cargo.
Use Memorandum D17-1-5 with the importer and broker to identify the accounting path, release status, payment or security dependency, accounting reference and correction owner. Record whether the shipment is released, accounted for, awaiting information or held, and keep the CARM evidence date. A CARM account screenshot, RPP enrollment or broker message is not by itself a delivery appointment, product approval or Amazon acceptance.
Before dispatch, confirm account access, broker authority, the planned accounting path and a receiving handoff. Hold any unresolved check with a named owner and deadline.
Build the controlled importer evidence pack
Give the broker one approved pack containing the commercial invoice, packing list, transport record, importer and broker contacts, SKU and model identifiers, plain-language product description, quantity, unit and total value, country of origin, proposed classification, Incoterm, destination, shipping marks and any known restrictions. Include the latest version number and the approver.
The Canada FBA commercial-invoice guide explains the line-level data that should reconcile across documents. Every line should describe what is actually shipped, not a marketing shorthand. If the supplier changes material, quantity, packaging or value after approval, issue a replacement pack and tell every recipient which version is controlling.
CBSA’s commercial-import guide and Canadian customs tariff are starting points, not a shipment-specific ruling. The importer and broker should confirm classification, origin, valuation, accounting and any examination or correction path for the actual goods. If the same inventory is also planned for the United States, use CBP Basic Importing and Exporting and the applicable entry rules as a separate US evidence trail; do not copy the Canadian conclusion into the US file.
Separate customs from product and agency evidence
A customs entry does not prove that a product meets every Canadian safety, food, plant, animal, radio or labeling requirement. Where the goods may fall under an agency program, add the relevant report, permit, label record, material declaration or other evidence, with issuer, scope, date and SKU mapping. Do not ask the broker or 3PL to invent a certificate or decide that a similar model is equivalent.
Use the Canada product-compliance evidence handoff to keep agency and marketplace records separate from the entry file. For food, plants or animal material, review the Canadian Food Inspection Agency import guidance and ask the importer or qualified specialist to confirm the actual requirement. Solid-wood packaging, batteries, liquids and other restricted characteristics need the same shipment-specific discipline.
Record any open question as a hold with an owner and deadline. “Broker reviewing” is not a release decision until the broker states what evidence is missing, who must provide it and whether cargo may move.
Align Amazon and the receiving destination
Amazon Seller Central Canada’s FBA shipment and routing requirements govern marketplace preparation and shipment instructions. They do not turn Amazon into the importer or replace the customs file. Keep the FBA shipment ID, SKU plan, carton data and destination reference linked to the importer pack without merging the roles.
Send the receiving team the current inbound order or ASN, carton and pallet map, labels, delivery address, appointment instructions, carrier contact and post-release evidence. A 3PL may have a separate routing guide. Confirm whether it accepts cargo before final accounting, how it handles quarantined goods and which record marks inventory counted or usable.
Use 3PL inbound controls and the readiness checker to identify missing operational fields. A signed delivery receipt proves a transport handoff; it does not prove that all units were counted or accepted for FBA.
Run the handoff in nine controlled steps
- Name the legal importer and authorized decision owner.
- Confirm CARM account visibility and broker delegation.
- Lock SKU, model, description, origin, quantity, value and destination data.
- Map classification, agency and restricted-goods questions to evidence owners.
- Issue the versioned invoice, packing list and transport references.
- Obtain broker confirmation of entry data, open questions and release conditions.
- Reconcile FBA shipment, carton labels and receiving or ASN references.
- Confirm appointment, carrier scope and post-release delivery instructions.
- Close the file only after release, delivery, receiving and exception records reconcile.
Give each step a date, evidence link, status and owner. Mark unknown values as holds rather than copying an old shipment.
Use a decision table for common gaps
| Gap | Why it matters | Release action |
|---|---|---|
| Importer name differs | Legal and accounting responsibility may be unclear. | Hold; obtain written importer and broker confirmation. |
| CARM or delegation not confirmed | Broker may not be able to act or account. | Escalate to importer and broker before arrival. |
| Invoice and packing list diverge | Quantity, value or description may not reconcile. | Issue one approved revision and withdraw old copies. |
| Agency evidence missing | Entry release does not prove product admissibility. | Hold affected SKU and obtain specialist disposition. |
| FBA or receiver reference missing | Delivery can fail after customs release. | Confirm routing, appointment and ASN before dispatch. |
Reconcile release, delivery and usable stock
Track at least five states: customs released, carrier or terminal handoff, delivered, warehouse received and usable or checked-in inventory. Record the evidence for each state and keep discrepancies visible. A shipment can be released but delayed by an appointment, a missing label, damage, an unidentified carton or an Amazon receiving issue.
If the receiver reports a shortage, preserve the proof of delivery, seal or condition notes, carton IDs, photographs and packing-list lines. The importer or broker may own a customs question; the carrier may own transit evidence; the warehouse may own a count. One coordinator should maintain the master exception timeline.
When the importer, broker, SKU, model, material, origin, value, quantity, destination or receiving instruction changes, reopen the handoff instead of editing an approved file silently.
Limitations and shipment-specific review
This checklist cannot decide Canadian classification, origin, customs value, duties, taxes, admissibility, product compliance, CARM accounting, importer liability or Amazon acceptance. CBSA, CARM, CFIA, the appointed broker, Amazon and the receiving facility control different facts. Obtain written shipment-specific confirmation before dispatch or release.
For a controlled plan, send the origin, SKU and carton data, importer proposal, broker status, commercial value, product characteristics, destination, required inventory date and known exceptions through the North America inbound plan form.
Frequently asked questions
Does Amazon become the importer of record for Canada FBA inventory?
Do not assume it does. The seller or another legally responsible party must be identified and accepted for the transaction, and the appointed broker should confirm the importer, accounting and delivery instructions for the actual shipment.
What does CARM prove in an importer handoff?
CARM supports a client’s commercial accounting and delegation workflow with CBSA. It does not by itself prove tariff classification, product admissibility, labeling compliance, tax treatment or Amazon receiving acceptance.
Which documents should the importer give the customs broker?
Provide the current commercial invoice, packing list, transport record, importer and broker contacts, SKU and product description, origin, value, classification proposal, permits or agency evidence where applicable, and destination and delivery references. The broker may require more.
Can a freight forwarder choose the importer of record?
A forwarder can coordinate transport and may offer brokerage or delivered services, but the legal importer decision must be accepted by the responsible party and confirmed in the written scope. Do not infer importer status from an Incoterm, quote or FBA address.
Does customs release mean the FBA shipment is ready to deliver?
No. Release, terminal or carrier handoff, delivery appointment, Amazon check-in and sellable inventory are separate milestones. Confirm the active routing instruction, shipment references and receiving requirements after release.
When should the importer handoff be reopened?
Reopen it after a change to importer, broker, SKU, model, material, claim, origin, value, quantity, destination marketplace, CARM delegation, product rule, battery or packaging. Also reopen it when a broker or Amazon issues a new request.

Source note: These seven official source pages were opened and checked on 11 October 2026. CBSA, CBP, the eCFR, Amazon and the broker’s current written instructions describe different controls; the importer’s account status, accounting or RPP position and the receiving facility’s routing guide remain controlling for the shipment.
Change log
11 October 2026: Material refresh added a shared-versus-country-specific evidence table, separate CBSA/CARM and CBP importer checks, current eCFR entry documentation and a country-scope field for reused commercial facts. The 8 October CARM accounting and Release Prior to Payment controls remain; recheck delegation, tariff, financial security and shipment-specific release instructions when the importer, goods or destination changes.
