Direct answer: Build an FBA inventory split release plan from the required sellable date, confirmed on-hand stock and a conservative demand case. Allocate only the smallest verified priority quantity that protects the stockout window; keep the balance in a separately controlled baseline group. Release neither group until cartons, shipment references, importer evidence, carrier scope and the receiving path agree.

This guide is for sellers and inbound teams dividing finished inventory from one Chinese supplier because a stockout or launch window needs protection. It controls the quantity and evidence handoff; it does not recommend a universal transport mode, quote a transit time or promise Amazon availability. Reviewed: 19 October 2026.

Key facts and release boundaries

Question Evidence Stop condition
How much is exposed? Usable stock, conservative demand, required sellable date and approved buffer Demand or available-stock inputs have no owner or timestamp
How much is ready? Finished units, verified cartons, dimensions, weight and inspection status Supplier promise differs from the physical count
Where can it go? Current shipment reference, destination, labels and receiving instructions A carton has two destinations or none
Can it be imported? Importer, broker, commercial file and product evidence Responsibility or material entry data is unresolved
Can it be received? Carrier scope, appointment path, exception contact and closure evidence The receiver cannot confirm the current handoff

The priority quantity is an internal planning result, not proof of uplift, customs release, delivery or sellable inventory. The smaller group must pass the same legal, carrier and receiving gates as the baseline group.

1. Define the sellable-date problem

Write one business requirement: the SKU quantity that must be sellable by a named date. Use sellable inventory, not a supplier ready date, flight arrival, port discharge or delivery scan. Record the time zone, account owner and evidence timestamp. The replenishment safety-stock guide explains why delivery, check-in and usable status are separate milestones.

List current usable units, reserved or unavailable units, confirmed inbound units, unconfirmed inbound units, conservative daily demand and the approved protection buffer. Keep scenarios visible rather than hiding uncertainty inside one average. A promotion assumption should have a named commercial owner; an inbound quantity should have a shipment reference and current evidence.

2. Calculate a controlled priority quantity

Use this planning formula: priority units = demand through the conservative sellable date + approved protection buffer – usable on-hand – evidence-backed inbound units. Floor the result at zero, round it to valid carton quantities, and cap it at physically verified finished stock. The inputs are business assumptions, not an industry standard or carrier commitment.

For example, assume 420 usable units, a conservative requirement of 760 units through the planned sellable date and a 120-unit approved buffer. If 100 inbound units have current receiving evidence, the planning gap is 360 units. If cartons hold 24 units, the operational priority group may round to 15 cartons, or 360 units. Change any input and the decision must be recalculated.

3. Freeze the supplier source ledger

Create one control row for each SKU or variation: ordered units, finished units, units per carton, carton count, dimensions, gross weight, lot or revision where relevant, inspection state and evidence owner. Give the ledger a version and freeze time. The priority and baseline groups must reconcile back to this source total.

Use the carton-to-shipment reconciliation guide to connect units, cartons, labels and references. Apply three checks: priority plus baseline plus hold units equal verified finished units; the same equation holds for cartons; and every physical carton has exactly one allocation state.

4. Build separate priority and baseline records

Give each group its own allocation version, carton sequence, destination, shipment reference, label state, dimensions, weight, requested date, carrier scope and exception owner. Cross-reference the groups to the same purchase order without treating one platform number as proof of customs or receiving status.

Amazon’s public Fulfillment Inbound API reference describes inbound-plan operations and objects. Use the seller’s current account workflow for actual instructions. API or Seller Central identifiers do not name the legal importer, approve a customs entry or guarantee a receiving date.

5. Keep mode choice downstream of readiness

Do not start by asking whether air or ocean is generally better. First define the priority quantity, required sellable date, finished carton facts, commodity eligibility, importer readiness and receiving path. Then ask a forwarder or carrier for feasible shipment-specific options and complete scopes. Punctual Logistics owns broad freight-mode guidance; this page stays with the inbound release decision.

A smaller priority group can still fail on screening, cutoff, documents, customs, final delivery or check-in. A baseline group can still require a split destination or 3PL staging path. Use the urgent air-cargo handoff controls only when an air option is actually being evaluated and the exact cargo is eligible.

6. Reconcile importer and commercial evidence

Before either group leaves origin, compare its allocation with the invoice, packing list, value, origin and product description. The legal importer and appointed broker should confirm the entry treatment for the actual route and transaction. Do not create artificial values or descriptions simply to make two worksheets balance.

CBP importing guidance is the current U.S. reference boundary, while the CBSA commercial importing guide covers Canada. The World Customs Organization and International Trade Administration provide standards and trade resources. None appoints the importer or decides classification, value, admissibility or timing for this shipment.

7. Apply the release matrix

State Use when Required record
Release priority Risk gap is approved and all physical, platform, import, carrier and receiving gates pass Quantity, cartons, version, approver, timestamp and next milestone
Release baseline Baseline group independently passes its route and receiving controls Separate allocation, scope, owner and exception path
Conditional hold A limited issue has an owner but release would be premature Affected cartons, evidence needed, deadline and stop event
Full hold Source total, destination, importer, product eligibility or receiver instruction is materially unresolved Physical control point, escalation owner and next review

Run the inbound readiness checker beside the matrix. It can expose missing inputs; it cannot authorize customs, carrier acceptance or an Amazon receiving plan.

8. Pre-pickup checklist

  1. Required sellable date, SKU and protected quantity are approved.
  2. Usable stock, demand case, buffer and evidence timestamps are visible.
  3. Priority quantity is rounded to valid cartons and capped at verified ready stock.
  4. Priority, baseline and hold totals reconcile to the frozen source ledger.
  5. Current shipment references, destinations and labels match physical cartons.
  6. Final dimensions, weights, packaging and commodity details are recorded.
  7. Invoice, packing list, value, origin and product descriptions reconcile.
  8. Importer, broker, carrier and receiver responsibilities are explicit.
  9. Each group has a feasible handoff and exception owner.
  10. The next recalculation trigger and decision time are scheduled.

9. Recalculate and close the loop

Recalculate when demand changes, the supplier slips, ready quantity changes, a label or destination changes, a booking fails, customs asks for information, delivery is rescheduled or receiving shows a discrepancy. Record the previous input, new evidence, revised quantity, approver and time.

Limitations and shipment-specific review

This workflow cannot determine demand, universal safety stock, freight mode, transit time, carrier capacity, dangerous-goods eligibility, customs classification, value, duty, admissibility, appointment access or Amazon check-in speed. Current account, importer, broker, carrier and receiver instructions control different facts.

For a shipment-specific review, send the source order, usable stock, demand case, required sellable date, finished carton data, destination references, importer status and open exceptions through the North America inbound plan form. Do not send passwords or unnecessary personal data.

Frequently asked questions

How do I calculate the priority quantity?

Estimate demand through the conservative sellable date, add the approved buffer, then subtract usable on-hand and only inbound units supported by current evidence. Round to whole cartons and cap the result at verified ready stock.

Should the priority group always move by air?

No. This workflow defines quantity and release readiness, not a universal mode choice. Compare feasible shipment-specific options only after carton, commodity, importer and receiving facts are known.

Can a delivery scan count as sellable inventory?

No. Delivery, check-in, reconciliation and sellable status are different events. Keep delivered but unavailable units outside usable stock until the account record supports availability.

Can both groups use the same commercial invoice?

Possibly, but the importer and broker must confirm the transaction and entry treatment. The invoice, packing list and allocation schedule must explain actual quantities and values.

What if Amazon changes a destination?

Hold affected cartons, preserve the old allocation, issue a new version and reconcile references, labels, carrier instructions, commercial data and receiving rules.

When should the whole split be stopped?

Stop when source totals do not reconcile, a carton lacks one destination, the importer handoff is unresolved, eligibility evidence is missing or the receiving path cannot confirm current instructions.
