Direct answer: Before booking US FBA inventory, name the legal importer, confirm current broker authority and bond readiness, reconcile product, origin, value, quantity and destination facts, and give the broker one versioned evidence pack. Keep customs entry, product admissibility, carrier movement and FBA receiving as separate milestones. The importer and broker must confirm the shipment-specific result before cargo leaves the supplier.
This checklist is for sellers, importers, brokers and inbound teams assigning US FBA import responsibility before booking. It does not appoint an importer or replace official shipment-specific instructions. Reviewed 19 October 2026.
Key facts before a booking is approved
| Control | Evidence to hold | Do not assume |
|---|---|---|
| Legal importer | Entity name, address, importer identifier and written acceptance | An FBA destination or seller account is automatically the importer |
| Broker authority | Current authority, named filer and communication route | A forwarder quote grants broker authority |
| Entry pack | Invoice, packing list, transport record, product, value, origin and classification rationale | Old shipment data remains correct |
| Bond position | Broker or surety confirmation for the actual activity | A bond alone proves release or admissibility |
| Fulfillment handoff | FBA shipment, carton, label, destination and receiving references | Customs release equals delivery or sellable stock |
Start with CBP Basic Importing and Exporting, then ask the appointed broker to confirm the transaction-specific entry path. The Amazon FBA receiving path is a fulfillment destination, while the importer file must identify the party accepting US import responsibilities.
1. Name the importer and decision owner
Write the proposed importer of record at the top of the booking file. Include the legal name, address, importer identifier used by the broker, responsible contact, record-retention owner and person authorized to approve corrections. The importer role follows the commercial transaction, not simply a delivery address or Incoterm.
Keep roles separate: seller or buyer supplies commercial facts; the importer accepts importing obligations; the broker or filer prepares and transmits entry information under agreed authority; the forwarder coordinates transport; the carrier moves cargo; and Amazon or another receiver controls fulfillment acceptance. One company can perform more than one role only when the written scope and authority make that clear.
2. Confirm broker authority and bond readiness
Review CBP customs bond guidance with the importer and broker. Bond type, amount, sufficiency, continuous or single-transaction use and special conditions depend on the actual activity and current rules. The bond page was last modified 29 May 2024, so the broker should confirm the current position rather than relying on a historic entry or quote.
Set a booking hold when the importer name differs between the commercial file and broker record, authority is expired or unclear, the surety or broker cannot confirm bond readiness, or the shipment contains a commodity requiring extra review. The US customs bond guide explains why bond sufficiency is a separate control from classification, admissibility and receiving.
3. Build one versioned entry evidence pack
Give the broker one approved version of the commercial invoice, packing list, transport record, importer and broker contacts, seller and buyer details, plain-language product description, SKU and model identifiers, quantity, unit and total value, currency, country of origin, proposed classification, Incoterm and US destination. Add a version number, review date and approver to every file.
Read 19 CFR 141.18 and 19 CFR 142.3 with the broker. The current eCFR text is primary reference material, but it does not create one universal list for every product or entry type. Mark a missing fact as an exception with an owner and due time instead of copying a prior packet.
4. Control classification, value and origin
Make proposed classification traceable to the actual model, material, function, composition and use. The USITC Harmonized Tariff Schedule is a starting point for tariff research, not a shipment-specific ruling or broker decision. Save the search date, candidate provision, rationale, supporting product evidence and reviewer.
5. Separate product admissibility from entry release
A customs entry file does not prove that a product meets every US safety, labeling, food, battery, radio, chemical or other agency requirement. Add the relevant test report, declaration, permit, label record, safety data or other evidence only when it applies to the exact product and configuration. Record issuer, scope, date, model mapping and limitations.
The US product-compliance evidence handoff keeps agency and marketplace evidence separate from the customs entry. If the item contains batteries, chemicals, food, plant material, radio equipment or another restricted characteristic, reopen mode, carrier and destination acceptance checks. Do not ask a broker or forwarder to infer compliance from a generic product name.
6. Reconcile the FBA receiving path
Use 3PL inbound controls when a consolidation or transload provider receives cargo before FBA. Record where control changes, who counts cartons, how damaged or unidentified freight is isolated and what evidence the provider returns before final-mile dispatch. Keep receiving address and appointment instruction separate from importer status.
The inbound readiness checker can expose missing operational inputs, but it cannot approve an entry, guarantee carrier acceptance or mark inventory sellable. Track customs released, carrier handoff, delivered, receiver checked-in and usable inventory as separate states.
7. Run the pre-booking responsibility matrix
| Question before booking | Named confirmer | Stop condition |
|---|---|---|
| Who is the legal importer and who can approve corrections? | Importer and broker | Different names or no written acceptance |
| Can the broker act for this importer and commodity? | Broker or filer | Authority, filer or escalation route is unclear |
| Is the bond position suitable for this activity? | Broker or surety | No current confirmation or scope mismatch |
| Do product, value, origin and classification facts reconcile? | Importer, broker and product owner | Material field is unsupported or changed |
| Can the physical FBA load reach its receiving path? | Carrier, 3PL and FBA account owner | Labels, destination, appointment or carton map is stale |
8. Apply the pre-release and pre-dispatch gate
- The legal importer and authorized decision owner are confirmed.
- Broker authority, filer and bond position are current for the actual transaction.
- Invoice, packing list, transport record, product description, value, origin and classification evidence reconcile.
- Any agency, restricted-cargo or product-compliance question has a named disposition.
- Entry data and required documentation have been reviewed by the broker.
- FBA shipment, carton labels, pallet build and destination references match the released load.
- Carrier, terminal, transload and appointment scope is written and achievable.
- Free-time, storage, examination, waiting, redelivery and correction responsibility is assigned.
- The required receiving date still has a realistic buffer after customs and delivery milestones.
9. Manage changes and exceptions
Reopen the handoff when importer, broker, SKU, model, material, origin, value, quantity, classification, battery or other restricted characteristic, destination, FBA reference, carrier or receiving instruction changes. Record old value, new value, reason, approver, recipients of the revised file and whether the broker must amend or replace an entry.
10. Limitations and shipment-specific review
This checklist does not determine importer eligibility, classification, value, duty, admissibility, bond sufficiency, carrier acceptance or FBA receiving. Obtain written confirmation from each responsible party before release.
For a shipment-specific review, send origin, importer proposal, broker status, product descriptions, SKU and carton data, value, origin, destination, required inventory date and open exceptions through the North America inbound plan form. Do not send passwords or unnecessary personal data.
Frequently asked questions
Does Amazon automatically become the importer of record for FBA inventory?
Do not assume it does. A legally responsible importer must accept the transaction’s entry, duty, record and response obligations. Confirm the importer arrangement with the appointed broker and current shipment scope.
What should be confirmed before an FBA booking?
Confirm the importer entity, broker authority, bond position, product and origin evidence, value and classification proposal, destination, FBA references, carrier scope and a named owner for each open exception.
Is a freight forwarder the same as the importer of record?
No. A forwarder may coordinate transport or provide brokerage, but a quote or delivery address does not by itself create legal importer responsibility. Written scope and importer and broker confirmation control.
Does a customs bond prove that a shipment can be released?
No. Bond coverage is only one control. It does not prove classification, value, admissibility, entry acceptance, carrier readiness or FBA receiving approval.
When should the booking be placed on hold?
Hold affected cargo when importer authority is unclear, material entry data is missing, the broker cannot act, bond readiness is unresolved, product evidence is required or physical cartons differ from the approved file.
What changes require a new importer review?
Reopen the review after a change to importer, broker, product, model, material, origin, value, quantity, classification, restricted characteristic, destination, FBA reference or receiving instruction.
