Direct answer: Before requesting a China-to-North-America FBA plan, prepare one evidence pack covering the seller and importer, product and compliance facts, finished carton measurements, quantities by SKU, cargo-ready timing, destination and receiving instructions, and the commercial date the inventory must be sellable. A quote or route suggestion is only useful when those facts are current; it cannot decide customs classification, product admissibility, Amazon account requirements or a guaranteed receiving date.
This guide is for sellers, importers and operations teams asking for an inbound plan to Amazon FBA or an independent North American 3PL. It helps you submit a usable brief without turning an estimate into a promise. Reviewed: 27 September 2026.
Key takeaways
- Start with the required sellable date and the receiving path, not a preferred transport mode.
- Send measured finished-carton data, SKU quantities and packaging status.
- Name the legal importer, broker contact, delivery party and receiver separately.
- Attach product, battery, label and compliance evidence or mark each gap clearly.
- Ask for assumptions, exclusions, milestones and exception owners in the returned plan.
Start with the outcome and destination
Write the business outcome in one sentence: which marketplace or 3PL must receive which SKUs, in what quantity, by what date, and when the inventory must be sellable. A launch, a promotion, a maintenance replenishment and a stockout recovery have different tolerance for delay. The Amazon FBA receiving path can connect shipment, import and delivery controls, while the North America 3PL receiving path may require an ASN, routing guide or pallet standard.
Separate four milestones in the brief: supplier cargo-ready, carrier pickup or handoff, customs release and destination delivery or check-in. If the request only says “arrive in North America,” the planner cannot test the actual risk. State whether the destination is an FBA shipment already created, an assigned 3PL, a provisional cross-dock or a final destination still under review.
Identify the people and legal roles
Provide the selling entity, purchasing entity, intended legal importer, customs broker or filing contact, transport contact and receiving contact. These roles can be held by different organizations. Amazon or a 3PL destination does not automatically become the importer, and a freight provider does not automatically have authority to classify goods or approve a customs entry.
For a US route, prepare the importer number or explain what remains to be established. For Canada, identify the importer account and current CARM or broker-delegation status. The US importer readiness workbook and Canada fulfillment intake workbook help organize these ownership questions. If a role is undecided, label the plan conditional and assign a decision owner before cargo release.
Build the product and compliance file
List the product name in plain language, SKU or model, material, function, country of origin, unit value, quantity and intended use. Include photos, technical sheets, safety data where relevant, battery chemistry and watt-hours, radio or electrical characteristics, food or cosmetic details, children’s-product information and any test or certification evidence that may apply. Do not send only a marketplace title or a supplier nickname.
Customs and product agencies need facts about the actual goods. U.S. Customs and Border Protection explains that the importer remains responsible for entry information, while the Harmonized Tariff Schedule is the classification reference maintained by the U.S. International Trade Commission. For Canada, the Canada Border Services Agency describes commercial-import accounting and release requirements, with CARM and broker processes depending on the importer. A plan can flag missing evidence; the importer, broker or product specialist must confirm the shipment-specific result.
Mark each item as confirmed, pending or not applicable. If a battery is built in, packed with or shipped separately, state that distinction and attach the available transport and product documents. Do not use “not restricted” as a substitute for a documented review.
Measure finished cartons and units
Send the count of sellable units, cartons, pallets if known, cartons per SKU, units per carton, carton length, width, height, net weight, gross weight and packaging status. State the measurement unit and whether dimensions are outside or inside. If multiple carton configurations exist, provide a row for each configuration rather than an average that hides the largest carton.
Include the supplier packing list, purchase-order references and the latest carton or label file. The carton-to-shipment reconciliation guide shows why origin counts, labels and destination references need to match. Chargeable weight, pallet build, handling limits, customs quantities and receiving capacity all depend on finished facts. A purchase order is not proof that the goods are packed.
| Input group | Minimum fields | Why the planner needs it |
|---|---|---|
| Inventory | SKU, variation, units, units per carton, allocation | Tests quantity, split options and receiving scope. |
| Cartons | Count, outer dimensions, net and gross weight, packaging status | Tests chargeable weight, handling and pallet or carton rules. |
| Product | Function, material, origin, value, battery or agency flags | Tests evidence, acceptance and customs dependencies. |
| Timing | Cargo-ready date, latest safe release, sellable date | Compares complete handoff timelines and recovery choices. |
Prepare origin and pickup facts
Give the factory or consolidation address, contact, cargo-ready date, pickup window, loading constraints and whether all suppliers will be ready together. If several factories feed one movement, list each supplier, SKU allocation, carton count, readiness state and cutoff. The supplier consolidation intake can coordinate those inputs, but it cannot make an unfinished carton ready.
State whether cargo will be factory-loaded, delivered to a consolidation point, palletized, relabeled or inspected before export. Note fragile, oversized, temperature-sensitive or restricted handling conditions. If cargo is not yet finished, request a planning range and identify which assumptions must be replaced before booking.
Explain the receiving path
Attach the Amazon shipment or delivery references when they exist, but keep them separate from carrier and customs identifiers. Provide the current FBA or 3PL address, appointment requirements, routing-guide version, ASN or receiving-order reference, pallet rules and the person who can accept a discrepancy. If the destination is provisional, say what event will make it final.
Amazon Seller Central’s current shipment and routing guidance is account-facing. The Amazon Selling Partner API inventory reference describes an interface, not a guarantee that a particular seller account has a report or that delivered units are immediately sellable. Keep appointment, proof of delivery, check-in, reconciliation and available inventory as separate states.
Ask for a plan that exposes assumptions
A useful response should show origin handoff, main movement, destination handling, customs dependency, final delivery, receiving and the point at which inventory can become usable. Ask for earliest, expected and latest dates where uncertainty matters. Request the assumed incoterm or delivered scope, exclusions, quote validity, document cutoff, storage or demurrage exposure, appointment dependency and the action if the destination changes.
Use the inbound readiness checker while assembling the brief. It can identify missing importer, carton, label and receiving inputs, but it cannot determine a tariff, certify compliance, guarantee uplift or predict an Amazon receiving date. When the facts are ready, send the complete brief through the North America inbound plan form and ask the reviewer to state which fields remain conditional.
Pre-request checklist
- Required sellable date, destination and accountable owner are written down.
- Seller, importer, broker, transport and receiver roles are named.
- SKU, variation, units and carton allocation reconcile to the purchase order.
- Finished carton dimensions, weights, count and packaging status are measured.
- Product, battery, agency and label evidence is attached or marked pending.
- Factory, consolidation, pickup window and supplier cutoff are confirmed.
- FBA or 3PL references, routing rules, ASN and appointment needs are current.
- US or Canadian importer and broker dependencies are identified.
- Unknowns have an owner, due date and stop condition.
- The requested response must show assumptions, exclusions and recovery actions.
What this brief cannot decide
This preparation pack cannot establish a universal transit time, customs classification, duty amount, product certification, battery acceptance, Amazon account eligibility, appointment date, receiving speed or sales forecast. CBP, USITC, CBSA, the appointed broker, the carrier, the receiver and the marketplace team each control different conclusions. Recheck current guidance when the product, importer, route, destination or account requirement changes.
Do not hide uncertainty to obtain a cleaner quote. A conditional answer with a named evidence owner is more useful than a precise-looking plan based on an old warehouse code, estimated cartons or an unconfirmed importer.
Frequently asked questions
What information is needed for an FBA shipping plan from China?
Provide origin pickup details, destination and receiving path, SKU and carton quantities, finished dimensions and weights, product and battery information, cargo-ready date, required sellable date, importer status, broker contact and any Amazon shipment or appointment references already issued.
Do I need an importer of record before requesting a plan?
You should identify the intended legal importer and its broker or customs contact before a plan is finalized. A forwarder, FBA destination or quote does not automatically accept importer responsibility. If the importer is undecided, mark the plan as conditional and resolve it before release.
Can I request a plan with estimated carton sizes?
You can request an early budget review, but booking and mode decisions should use measured finished cartons, gross weights, quantities and packaging status. Estimated dimensions can change chargeable weight, palletization, customs evidence and receiving capacity.
Should the plan use an Amazon delivery date or a sellable date?
Use the date inventory must be available for sale, then show delivery, check-in, reconciliation and any transfer steps separately. A carrier delivery or appointment is not proof that inventory is sellable.
What if I do not know the final FBA warehouse yet?
State the current shipment or destination instruction and label it provisional. The plan should show how a destination change affects customs, inland delivery, appointment and cost. Do not invent a warehouse code or treat a prior destination as current.
Can a plan confirm customs duty or product compliance?
No. The importer, broker and product specialists must confirm classification, value, origin, duty, agency requirements and admissibility for the actual goods. A logistics plan can identify missing evidence and dependencies but cannot certify a product or guarantee clearance.
